Rep. Greene Unveils Plan for AI Regulation in State Agencies

State Rep. Jaime Greene this week revealed a plan to promote transparency and security regarding the use of artificial intelligence within Michigan state government. 

House Bill 5899, introduced by Greene, would create an Artificial Intelligence Governing Board within the Michigan Department of Technology, Management, and Budget. The bill would require the development of a pilot program to evaluate the use of generative AI by state agencies. 

“This bill will allow our state government agencies to explore what artificial intelligence has to offer while making sure we are using this technology responsibly,” said Greene (R-Richmond). “With this bill, we can responsibly explore the benefits of artificial intelligence, such as improving efficiency and service delivery, while also prioritizing privacy, security, and public trust. By establishing clear oversight and guardrails, this bill allows the state to evaluate emerging technology in a thoughtful and measured way before broader implementation.” 

The pilot program would allow approved state employees and departments to test AI tools in a controlled environment, while requiring safeguards that will protect sensitive data and comply with existing laws. 

HB 5899 has been referred to the House Committee on Communications and Technology for further consideration.
