Pavlov testifies in support of bill to simplify professional licensing rules
RELEASE|October 28, 2025

State Rep. Joseph Pavlov testified this week before the House Rules Committee in support of his legislation to streamline Michigan’s professional licensing system and protect people from unintended criminal acts.

Pavlov’s bill, House Bill 4929, would allow people to voluntarily give up a state license under the public health code if they no longer wish to practice in that field. Doing so would free them from following now-unnecessary continuing education mandates and costly renewal requirements that no longer make sense.

“If someone leaves a profession, they shouldn’t be stuck following rules that no longer apply,” Pavlov said. “There’s no point to government cracking down on retirees and people who switched careers for not keeping up with training or paperwork for a license they don’t ever plan to use again. This bill makes it easier for professionals to close that chapter and move on.”

Pavlov said the measure is one part of a broader effort to modernize state regulations and make them more responsive to real-world needs. Dozens of bills are now moving through House committees and receiving votes on the House floor to reduce red tape across state government. HB 4929 remains under consideration in the House Rules Committee.
